南宁市三峰能源有限公司成立于2013912日,注册资本金2.9亿元,是重庆三峰环境产业集团有限公司(是由重庆水务资产、中信环境投资集团、中国信达等股东共同组建的国有大型环保产业集团,是重庆市政府重点培育的战略性新兴产业国有企业和国内垃圾发电行业领军企业)旗下的全资子公司,全面负责南宁市平里静脉产业园——生活垃圾焚烧发电工程项目(以下简称“南宁项目)的建设、运营和管理。

南宁项目是三峰环境在20137月以公开招投标方式获得的按BOT模式在广西全资投资建设的第一个市政公用项目,特许经营期30年(含两年建设期)。南宁项目是广西壮族自治区的重大统筹推进项目,是南宁市重点市政、民生工程,也是三峰环境布局祖国南大门的重要基地、辐射东盟的重要平台。厂房设计源于南宁的市树扁桃树,项目建成后获得了“中国最美的垃圾发电厂”美誉。

南宁项目设计规模为日处理生活垃圾2000吨,配置4×500/日炉排焚烧炉和2×18MW汽轮发电机组,项目总投资约9.6亿元,项目地址位于南宁市平里静脉产业园-南宁市兴宁区五塘镇七塘村,占地约140亩。在集团公司的正确领导和南宁市各级政府的大力支持下,南宁项目以“成为国内同行业的示范工厂”为目标,按高标准、高质量为基本工作要求积极推进项目建设,于20169月建成投入运营。

项目采用由三峰环境引进并实现国产化的成熟、可靠、世界先进的德国马丁SITY2000型逆推式机械炉排炉垃圾焚烧及烟气净化处理技术;烟气处理采用“SNCR+半干法+干法+活性炭吸附+布袋除尘”的组合工艺技术,烟气排放主要指标将全面优于欧盟2000现行排放标准;渗滤液等生产废水和生活污水在厂区内经过无害化处理后全部回用,实现零排放;焚烧产生的炉渣进行综合利用,飞灰经过固化/稳定化处理达标后填埋,渗滤液和污水在厂区内经过无害化处理后全部回用,实现零排放,真正实现垃圾处理的“无害化、减量化、资源化”。项目每年能为南宁市处理生活垃圾73万吨以上,年发电量将达2.6亿度,除供工厂自用外,每年提供的清洁电力可供20万户居民使用。

同时,南宁项目配套建成3000平方米的环保科普基地,基地由多功能厅、序厅、展示大厅和参观通廊等构成,通过声像图片,VR高科技体验,环保游戏和现场参观相结合,不仅可以让参观者系统了解垃圾焚烧发电行业的相关知识,还能让大家亲身体验现代化垃圾焚烧发电厂高效环保的生产工艺。南宁项目环保科普基地对公众免费开放后,顺利完成了第十三、十四届中国-东盟博览会的环保参观以及各级政府、社会、学校、企业等友好参观接待工作,得到了参观人员的一致好评,已成为了广西南宁开展公众环保科普工作的亮点之一。现已被命名为“广西壮族自治区区绿色环保教育基地”,“南宁市生态环保科普教育实践基地”和“南宁市兴宁区科普教育基地”。被东盟国家友好环保人士誉为“中国最美的垃圾发电厂”!

据不完全统计,自科普教育基地开放以来,总共专程接待了近120批近3800人次的国内外参观访问团,包括国家人大副委员长沈跃跃一行、澳大利亚班达伯格市副市长一行、香港特别行政区“同根同心”中小学生访问团、国内各大高校及中小学生参观团等。科普基地针对不同参观访问团的结构层次进行针对性的讲解,满足不同层次的科普知识的需求,达到科普宣传的核心目的作用。南宁项目将以科普教育基地为平台,通过提高环保科普基地的吸引力和公众参与度,逐步将科普基地发展成为广西区内的知名参观点,使环保科普活动常态化,科普知识深入人心,让大家树立正确的环保意识,在日常生活中积极参与生活垃圾分类,减少生活的产生,实现资源再利用。加大引导社会各界树立科学发展观,为经济社会可持续发展做出新的贡献,扩大科普活动的社会影响力,切实履行三峰环境的社会责任。

三峰环境全面引入全球最大垃圾发电运营专业集团——美国卡万塔的运营管理体系,管理效率与效益得以大幅提升,运营管理与世界先进水平同步。三峰环境的垃圾焚烧技术和设备在国内市场占有率超过30%,位居全国第一。同时,积极响应国家“一带一路”政策,至今已完成在丝绸之路经济带上的多个项目布点。三峰环境主编了垃圾焚烧行业核心国家标准6项,参编11项,获国家环保部批准建设国家环境保护垃圾焚烧处理与资源化工程技术中心,获国家发改委批准建立生活垃圾焚烧技术国家地方联合工程研究中心。

南宁项目秉承着“为了一个更洁净的世界”的三峰环境发展理念,充分考虑现有工艺流程布置现状,以满足生产需要,提高管理效率,充分利用现有装备及人力资源的管理理念。坚持“贤者居上,智者居侧,能者居中,功者居前”的用人原则,建立起“干部能上能下,人员能进能出,机构能设能撤,收入能高能低的“四能”用人机制。采用扁平化的组织架构设计,设置有生产运行部、技术设备部、安全环保办公室、财务部、综合部,各岗位责任清晰,流程顺畅。

南宁项目以“发展成为国内领先的一流垃圾焚烧发电企业”为目标,不断完善提升内部管理。2017年顺利通过(三级)安全标准化认证,并以安全生产标准化为抓手,通过规范运行、持续改进的方式,形成完善的安全管理体系,提高公司安全生产水平,从而保障公司生产经营安全顺行和作业人员职业健康。在环保方面积极响应落实环保自行监测工作,委托第三方监测公司每月开展烟气及重金属类监测、每季度开展厂区四周的噪声监测、每季度开展烟气二噁英监测、每年开展飞灰固化物、土壤、环境空气中二噁英的监测。同时每月将自行监测结果公开至广西重点企业自行监测及信息公开系统,接受相关主管部门和社会公众的监督。南宁项目2017年在国家环保局针对垃圾焚烧发电厂开展的二噁英普查中,检测结果合格且指标优异;同年获得项目环境保护竣工验收通过的批复。

让每一条街道更加干净、每一条河流更加清澈,这是三峰人的不懈追求。三峰人正在以科学务实的行动,实现垃圾清洁转能,每天减少的碳排放,相当于三峰人为地球新栽了十万棵树。南宁项目积极参与区内外各大展览平台展览活动, 2017年代表南宁市参加全国生态文明建设成果(惠州)展,它是迄今为止全国生态文明建设领域内涵盖领域最广的一次展出,充分展示了三峰环境的实力。南宁项目已成为广西、南宁市重要的环保宣传教育基地和城市环保名片。
